Is the Holy Spirit also fully God, or a lesser, created power?

Historical Context
Convened to finish Nicaea's unfinished business after decades of continued Arian and semi-Arian pressure within the empire.
Controversy
A group known as the Pneumatomachians ("Spirit-fighters") taught the Spirit was a creature or an impersonal force, not a full divine person.
Confession / Clarification
The expanded creed confesses the Spirit as "the Lord and Giver of Life," worshipped and glorified together with the Father and the Son.
Downstream Influence
Completes Trinitarian doctrine in creedal form. Every Reformed confession's opening chapter on God presupposes this settled Trinity rather than re-arguing it.
