Made with a specific people or group, not all of creation.

The Basic Shape
Most of the covenants that carry redemptive history forward are made with a particular people rather than with creation as a whole — Abraham and his offspring, Israel at Sinai, David's house. Their terms may still be works or grace — parties and terms are two separate axes — but their scope is a specific covenant people, not everyone.
